This bad ass is William Sidney Mount (1807 – 1868). He was an American genre painter and contemporary of the Hudson River School. I'm not crazy about this painting style, but he gets snaps for the top hat and the weird little portrait of  William Vickham Mills Smith.

Portrait of William Vickham Mills Smith - 1849

Truant Gamblers - 1835

The Power of Music - 1847
